Purpose:

Develops, implements and coordinates the company’s Health, Safety and Environmental (HSE) Program. The HSE Manager will establish and maintain procedures to prevent unsafe working conditions and adverse environmental situations.The HSE Manager will oversee the company’s environmental compliance program, interpret regulations applicable to company operations, track regulatory changes, formulate policies and procedures to ensure compliance, and make recommendations to senior management on HSE requirements and performance.Responsibilities
· Provide guidance on the content of the HSE policy
· Ensure the HSE policy is implemented and communicated to all employees
· Recommend annual environmental performance goals to the senior management team
· Identify regulatory and permit requirements that apply to all company operations and activities
· Ensure that the company is in compliance with all regulatory and permit requirements
· Communicate applicable regulatory and permit requirements to relevant operations personnel
· Identify and respond to changes in facility operations or regulatory compliance requirements
· Lead process for ensuring input of environmental requirements in the planning and design of new or modified facilities and activities
· Establish and maintain an HSE Training Plan to clearly identify training requirements for all employees
· Schedule and conduct HSE training
· Assist the Environmental Engineer in the development and maintenance of HSE training records
· Establish and maintain process for communicating with regulatory agencies and within the company regarding HSE requirements and performance
· Maintain internal audit program for periodic evaluation of the Environmental Management System (EMS) and of the company’s compliance status
· Communicate the audit findings to appropriate operations personnel and to the senior management team
· Coordinate with appropriate personnel the implementation of a corrective action program
· Track the status of all non conformance’s, corrective actions, and root cause analyses
· Coordinate the investigation of all non compliance’s with appropriate personnel
· Report quarterly to senior management on the status of all non conformance’s
· Advise senior management regarding health, safety and environmental issues
· Prepare quarterly EMS performance reports and present to the senior management team

Skills

Assists in the implementation of the CompanyÆs Radiation Safety Program, under the direction of the Senior Radiation Safety Officer.Helps to ensure that radiation safety activities are being performed according to approved policies and procedures and applicable requirements, while providing adequate protection of public health and safety. May interface with Manufacturing & Technology, Procurement & Materials, Export Controls and operations personnel at all organizational levels, acting as an advisor and to a lesser extent as an instructor.The position works closely with other Radiation Safety Officers on incident investigations, audit findings, and analyzing exposure information. Familiar with, and developing working knowledge of, existing applicable regulations and license requirements, as well as proposed changes in regulations and requirements.

Working to develop a good understanding of Company operations. Other responsibilities may include but are not limited to the following: assisting in training and annual retraining as required by licenses(s), administering a personnel monitoring program, conducting required radiation surveys and tests, maintaining radioactive materials inventory records, ensuring that licensed materials are securely stored or transported and coordinating disposal of waste radioactive material.

The position may also be participate in an internal radiation safety audit program and other tasks as designated in the applicable regulations and company license(s) along with some general administrative duties. May provide technical advice to operations and shared services personnel. Position works under close supervision.

Activities may include: report writing, researching and interpreting standards and codes and assisting in the implementation of plans, policies or procedures.

Position requires computer skills, written and oral communication skills. Requires two-year technical or college degree, specialized technical training and one to three (1-3) years technical and practical experience
